my 25cc/205 mph blower won't start.  It has a new plug and fresh gas.  It ran fine until I winterized it with a new plug and gas.  I put a different plug in - no effect.  I removed the fuel pickup thinking it may be blocked and just have the open tube.  It is getting a spark but it seems weak. (I put a plug on the wire and held it against the plug in the motor to ground it).  Can the ignition module go bad and give a weak spark or is it an "all or nothing" type of thing. It seems to be getting gas.  I sprayed starting fluid in the plug hole and didn't even get a "pop".

99.99% of the time the spark is all or none.  I have only seen one coil that did not pass the test.

Did you try a brand new plug?  Do you have a compression tester?  It is very odd that the engine will not even pop when using starting fluid.  When this usually happens the most common cause is low compression or the ignition system like you suggested.  
It may be worth a few bucks to purchase an inline spark tester.  Most have an air gap large enough to simulate firing under compression.  If you have spark with an inline tester then you know the ignition system is good.

How long did the old gas sit in the blower?  Was the old gas brown or clear in color when you removed it?
