Small Engines (Lawn Mowers, etc.): Mower (carb) problems ??, slow position, little dots

I have a 48" walk behind mower with a kohler command pro 18 engine, the model # is a CV490. It's 1.5 years old and I noticed for a few months ago gas was on my deck,. A week ago it would start and then stall..so I started inspecting the motor/oil then I smelled gas in my oil, so I took the CARB off and had it serviced professionally. Changed the oil and spark plugged (it was fouled), got the carb back installed it, it started but the carb was out of whack.I got the choke screw (the top screw on the carb at 1.5 turns) The bottom screw by the float bowel at the bottom is set in the middle. This screw has a delimiter cap on it so it only moves 3/4 of a turn and that's it. To sum it up I got the mower to start with the choke on, then I have to throw it into "slow position" and it idles fine, but if I attempt to accelerate it to "fast of medium speed", it revs up way to high and it might ping once and then die. I checked the plug and it's black with some white little dots. I assume it's running to lean. Also the guy at the shop told me he had the carb sitting in the tank, which in hindsight he didn't because the gasket that goes between the carb and the motor was still the factory gasket. He basically sprayed it out and not soaked it. However they did replace the plastic piece that holds the arm to the throttle on top of the carb. I noticed that this piece is total different. I can actually move the spring mechanism inside the black flange that connects the throttle arm. When I move this spring it moves the valve/float inside the carb a few degrees. The guy at the shop was saying that I may have the linkage hooked up wrong. I do have the linkage hooked up to the right spots on the carb (I took a pic).

So I don't know if the butterfly to the choke is not in it's correct position, or the carb is junked or if the shop somehow put the wrong piece on the carb(the black piece that's mentioned earlier)or it really needs to be soaked in some carb cleaner. All I know is I got charge for a rebuild job.

Did you Disconnect or Loosen the Governor Arm from the Governor Shaft when you Removed the Carburetor? If Yes, then the High Revs are from the Governor Not being Set Properly. Just in Case, here are the Instructions for Setting the Governor. **To Reset the Governor; Loosen the Governor Arm Bolt and Turn the Governor Shaft Clockwise Until it Stops. Using the Governor Arm Hold the Carburetor to Full Throttle. Now with the Shaft Full Clockwise and the Governor Arm and Carburetor Held at Full Throttle, Tighten the Governor Arm Bolt. If the Engine Still Runs Full Throttle, then Reverse the Rotation of the Governor Shaft, but Still Hold the Carburetor at Full Throttle with the Governor Arm. If it Still Runs at Full Throttle, then Check the Internal Governor.** A Small Engine CArburetor Differs from an Automotive Engine in that it is Used Only Once a Wek for the Cutting Season and Then Sit All Winter before Used Again. An Automotive Carburetor is Used Daily Several Times a Day and Most Times is Used Year Round. A Small Engine Carburetor is Not Really Clean Unless Soaked Overnight in Carburetor Cleaner. Install a Manual Cut Off Valve in the Fuel Line and Turn Off the Gas Flow to the Engine maually when the Engine is Not in Use. This will Prevent the Crankcase Contamination Problem for Good. I Require the Spec #s to Look Up the Engine and Assist you Proerly. If this Carburetor has Air Mixture Screws, they May Require Adjusting.
