Small Engines (Lawn Mowers, etc.): Honda Harmony Tiller, tines, tiller

Question
When I got out my tiller to use the other day, it cranks fine, nothing on the outside is interfering with the tines, but when I give it gas, the tines do not offer to turn.  The tines act as though they are 'locked up'.  Any suggestions?
