Small Engines (Lawn Mowers, etc.): Honda Mower Revving Too High, honda mower, throttle position

My brother gave me a Commercial Honda Mower Walk behind that feel off a truck. It seems to start ok, yet, after choked and idling, it idling to the point of blowing to engine at the run setting. Confused and I'm thinking of the governer for some reason. I have removed the engine from chassis. Now what?

Most overspeeding it caused by the governor.  The governor tries to open the throttle to wide open but the governor spring off-sets the governor force closing the throttle.  Since it fell off a truck, did the ggovernor spring somehow come loose and fall off?

If you put the throtte in the high throttle position and then try moving the carburetor butterfly shaft you should feel the spring resistance.
