Small Engines (Lawn Mowers, etc.): Honda GC160 Start problems, honda gc160, arinet

Run fine one day, the next it was hard to pull and would try to kick back, after investigating find a rod attached to the cam pulley was not returning to home position. If I pushed it back it would start easy everytime, but most time it does not return on it its own.  What is this rod for and how do I fix it?
