Small Engines (Lawn Mowers, etc.): Idle speed, briggs and stratton, starter cord

I have a Craftsman 4.5 hp push mower  ,2 years old, [like new ] I only use it to trim around bushes ,trees etc.  I pushed it under a bush and the bush caught the starter cord ? and it reved real high. I released the control bar and shut it off.  All looked fine then I restarted and it only ran at idle speed,[barely] I checked all the throttle cable connections, springs and everything appears as it should.  While poking around with my screwdriver, I noticed that if I press near the block to another part the revs pick up !  Is this some type of electrical problem due to the high revs,some kind of over ride to protect the engine from high rpm ?  Help would be appreciated.  Thank you in advance.  Briggs and Stratton model # 10L902-0517-E1

you got something with the governor that is not hooked up or bent I am going to guess that it is the governor spring that will sit on top the carb it is a little spring and another thing to try is open up on the governor to make sure that is working freely thanks let me know
