Small Engines (Lawn Mowers, etc.): Lawn Tractor wont turn over, craftsman lawn tractor, fly wheel

I have a Craftsman lawn tractor with a 15.5 HP Kohler engine.  I also admit I am not mechanically inclined, so you may have to bear with me as I explain my problem.

I recently replaced the starter.  The problem is that the tractor won't turn over.  When this first occurred, turning the key I get dead silence.  I hooked up my battery charger (which showed that the battery was charged) to jump start it, & I get a noise like it wants to go, but the fly wheel turned very slowly & then it started.  When I tried to do it again, the flywheel turned very slowly, then made a quick revolution, & stopped.   I tried this a couple of times, & can't get it to start.  I also tried hooking up the charger directly to the starter & as I thought this might do the trick, but no luck.  

Any thoughts/suggestions as to what might be the problem?

Hello John:

Have you Checked the Oil for Gas Smell and being Over Filled? The Flywheel Key and a Bad Head Gasket can Also be the Cause of this Problem. Send me the Model Numbers Off the Engine or Off the Mower, Please. With these I can Locate the Proper Manual and Better Assist you. Thanks.
