Small Engines (Lawn Mowers, etc.): Simplicity Regent with Briggs 16HP Not Starting, twin cylinder engines, jumper cable

I have read some of your previous responses to questions, and I believe mine is similar.  When I try to start my tractor, I get just the clicking of solenoid.  I did all of the bench tests specified in the Service and Repair Manual, and it checked out fine on all tests.
I also tried the test of the starter of attaching a jumper cable to the positive on the battery and touching the lead on the starter.  I get a spark, but the starter makes no noise at all, and does not seem to do anything.
It would seem to me I need a new starter at this point?

Hello Chris:

If you Jumped Straight to the Starter with a Good Battery and the Starter Made No Noise or Made No Attempt to Turn, then then Starter is Bad. However, On Some of the OHV Engines, the Valve Clearance being Out of Adjustment will Cause the Engine to Act this Way. Usually though the Starter is Trying to Turn the Engine When the Valve Clearance is the Cause. Replace the Starter. If the Engine Turns Sluggish, then Check the Valve Clearance. I Do Not Use the Setting Called for by the OEMs. I have Found that the Following Works Best. Remove the Valve Cover (on the Dead Cylinder for Twin Cylinder Engines). Set the Cylinder you are Setting the Valves on to Top Dead Center (Both Rocker Arms will have Play in them when the Engine is at TDC) When Setting the Valve Clearance. Now Loosen the Valve Adjuster Locks and Set the Intake Valve Clearance to .003in -.005in and the Exhaust to .008in - .010in. I have had Better Performance Out of the Mowers and Less Burnt Valves Using these Settings. Hope this Helps. I am Here if You Require More Assistance. Let me Know What Happens, Please. Thanks.
