Small Engines (Lawn Mowers, etc.): Bolens Mower wont run right, proper speed, metal tab

I have a Bolens model# 11A-084C163
The engine starts, but never runs past a sputter. (it won't come up to operating RPMs) I have cleaned the carb, and the jet, along with adjusting the coil. Spark is good.
Any ideas?

If the air filter is not oil soaked, check it again.  You have crashed into a bush or the deck or whatever and bent the governor link.

Stand in front of the mower.  To the left of the head, on top of the carb, there is a metal tab with a hole in it. It has a spring attached to it.  Start the engine and bend the tab with the spring towards you until the engine reaches the proper speed.
