Small Engines (Lawn Mowers, etc.): Mower will not turn off, vane, missing something

When I let go of the handle the mower will not turn off. The governor and govered springs have been replace with origanal parts and the air vane link will also be replaced. It is a Briggs 10H902 0216 04072654. Am I missing something?

What this sounds like is the ground is off the stop switch connected to the handle. Check to see by the cable and follow it down to where it goes to on the engine. There should be a small black wire where it connects to that switch to ground. See if it is loose or broken.
