Small Engines (Lawn Mowers, etc.): Kohler 341 governor not controlling, john deere 316, throttle shaft

Hello, I have a John Deere 316 with a Kohler 341QAS engine, I just finished tearing apart the engine to replace the front PTO oil seal on it, along the way I decided to replace both valves, as they were badly worn, and a new set of piston rings.  Long story short, Put all new gaskets in, put the engine back together as per the kohler service manual.  Put in back into the John Deere, Fired it up with a beautiful start up.  But, once the engine warmed up, I opened up the throttle, and she just took off!  I had to bring the throttle back down.  It appears the shaft that is linked to the governor doesn't move clockwise to cut down the throttle.  when I open the throttle, the carb opens right up.  I went back to adjust the governor, fired up the engine, and the same happened.  Could I have damaged the governor during the gasket rebuild?  Or do i simply have everything incorrect?

Answer
Loosen the clamp on the bottom of the governor arm, Rotate everything to full throttle, governor rod coming out of the block, governor arm and throttle shaft.  While holding everything to wide open throttle tighten the clamp.

If this doesn't work,you jacked things up.

The governor is a week link in this engine.  I replace it EVERY time I do a rebuild.
