Small Engines (Lawn Mowers, etc.): Pull cord on Toro Push Mower wont pull, assembly drawings, silver arms

Question
I removed the metal cover and the cord pulls freely, but when reattached to mower body the 2 silver arms which come out when pulled are catching something and locking up. Can only get it to pull a few inches. Any idea how to address?

You can View a Breakdown/IPL of this Engine at this Site Addy, http://www.smallenginepartswarehouse.com/parts.asp and Select the Shop Online Parts Look Up. Then Select the Model Tab. Then Select the OEM and Enter the Model Numbers (84232). Then Double Click on the Model in the Results Area. Now you can Select the Section of the Engine you Wish to View. Does the Engine Turn Easy with the Spark Plug Out? Is the Crankcase Overfilled with Oil? Is Gas and Oil Mixed in the Crankcase? You can View a Breakdown/IPL of the Mower at this Site Addy, https://lookup3.toro.com/partdex/default.cfm and Select Start Parts Viewer. Now Enter the Model Numbers.
