Small Engines (Lawn Mowers, etc.): B&S Model 12H812 broken rod, cam gear, connecting rod

Question
I have a pressure washer with the above mentioned engine on it. It broke the connecting rod which I replaced. I put the engine back together and it will not start. I know the timing is correct with the cam gear and crankshaft. I also replaced the spark plug. Is there something special I need to do with the "Oil Slinger" that rides on the cam gear? Any other suggestions as to why it will not start? Thanks in advance for your help.

What else did you do to this engine when you break a connecting rod you have to disassemble the whole engine did you set the valves correctly, are they new and did you reseat them the oil slinger does just that trows oil in the lower half of the engine. You may have bent a valve.
