Small Engines (Lawn Mowers, etc.): 10hp tecumseh problem, th governor, throttle control

hi, i would be grateful if you can help me with a problem. i have a sears lt36 10hp tecumseh riding mower.  it constanly revs high...really high, no idle, very little response on the throttle. it is like the crank is going to go through the casing. i tried cleaning the carb without removing it. i added carb cleaner to the fuel, i cleaned the gas tank. all no go. there is a little round gasket on the upper screw that doesn't look the best but there is a brass washer on the screw that tightens niceley.  please help?????? i am desperate. the mower would run great otherwise.  started in the spring of this year.

From your Description, it Sounds like th Governor has Broken Inside the Engine. Is the Throttle Control Spring Intact? Is the Throttle Control Valve Still Attached to the Throttle Control Shaft In the Carburetor? Since this is a Tecumdseh Engine, I have 2 PDF Site Addys that May Assist you Also.
