Small Engines (Lawn Mowers, etc.): tilloston carb, stop screw, proper mixture

Hi.  I have a Tilloston HS carb in an old Pioneer 14-50 chainsaw that is hard to start and I was wondering the proper mixture/speed adjustments to start with as the carb has been freshly rebuilt.  I have read open high speed mixture screw 1.25 turns, open idle mixture screw (same as low speed mixture I assume?) 1 turn but nothing on the idle speed screw which I guess you would adjust once running. When it says turn once, does that mean tighten all the way (but not so tight to damage the needles) then back off one turn?  Any help you could give me to start would be really appreciated.  Thanks for your time.

Yes you need to tighten lightly and then back the screws out.
On this old of equipment you need to start at 2 and 2.
Start the saw and screw the high needle in or out until it runs at top speed. Then turn the screw about an 1/8 of a turn out.
Now go to the idle screw turn the screw in or out until it runs the fastest. If this doesn't change the speed you have to back off the idle stop. The saw is still running on the main jet. If the blade is turning turn the idle stop screw out until the blade quits turning. Repeat these steps until the saw idles smooth without the chain turning.
Now squeeze the trigger. If the saw stumbles turn the idle screw out 1/4 turn and try again. If the saw won't idle after this step speed the idle up with the stop screw. until the chain starts to turn and then back it off slightly.
Late model saws that you can adjust start at 1 1/4 turns. This saw runs so "pig rich" that you need to start at 2 and 2.
