my pull cord was not winding back up so i turned the little sprocket by hand and now it wont pull out it seems locked up do you think i broke th spring by turning by hand it is a 1992 evinrude 15 thanks for your help jonathan

You Know the Spring has Broken, so the Starter Pawls May have Jammed or the Starter Clutch May have Frozen. The Style Starter Determines the Cause of your Problem.
