Small Engines (Lawn Mowers, etc.): Feather-Lite Flooding Out Constantly, ipls, gas tank

im working on my Weed-Eater Feather Lite.  i dont know what model or engine size it is...was gifted to me.  and i have no documents for it.  the sticker on the side has paint on it, so i cant read that either.  

it wasnt ran at all last season.  so this year ive already replaced the fuel lines, primer bulb and put a new plug in it.  

the problem is that it is flooding itself out...the fuel always flows into the carb.  when i try to start it, i get no fire or smoke.  but if i take the carb off and pull on it, it runs until the gas that was in the chamber burns up.  the carb leaks gas out all the time.

i think i have narrowed the problem down to the diaphragm on the bottom of the carb.  it looks fine...no tears, build-up or dry rot.  the fuel shut-off valve deal works fine...manually.   but i have never worked on a small engine.  do diaphragms just get weak and quit working, or what?  

everything else looks fine to me.  i work on cars a good bit, so i have an idea what im looking at.  but if im completely off track, let me know.

Hello Brian:

Varnish Builds Up on the Seat for the Carburetor Needle. This Prevents the Needle from Seating Properly and the Engine Will Flood. Also the Gas Tank Cap has to Vent the Tank. Check this Also, Please. I Suggest you Disassemble the Carburetor and Soak it Overnight in Carburetor Cleaner (I use Gunk). Now Blow Out the Passages with Compressed Air. Install New Kit. Send me the Model Numbers Off the Engine and the OEM of the Carburetor and I May be Able to Locate some Breakdown/IPLs that will Help you Also. Thanks for the Pictures. They did Help.
