Small Engines (Lawn Mowers, etc.): starter disengaged, proper manuals, maxed out

QUESTION: Hi John, I have a older murray self prop lm with a quantum 6 xte briggs. The starter cord went slack still rewinds but not turning overengine. I took off the flywheel cover and found what I have since found out to be "pawl" kinda mylar colored  actually two of them laying between some fins . Even a dummy like me at this can see that they act as the engaging apparatus to crank the engine. I turned the top cover over and see a black circlar cup like thing held in by a screw. Do these "pawls" come attached to that circular part? are they broken off? There was a small bolt lying on the  housing under the engine and I did see the engine sort of twist the last time I started it. So maybe it got loose enough to just come apart? Can I buy a assembled unit to install? I got a guy that will charge a minimum of 35 dollars to fix this kind of stuff. Do I need him? Probably so I am guessing-- thanks Terry

With a Breakdown/IPL for you to View and Some Simple Instructions you can Repair this Yourself. Did the Bolt Shear Off or Unscrew? QUESTION: Hi John--Thanks for explaining the maxed out period.
My "bolt didnt break off so I read your post where you said I could do it ----and went for it. I unscrewed the round black cup thing under the rope recoil assembly? Anyway it didnt fly apart as I had feared it might. I saw how the mylar Pawls? looked like they might fit and flop open and shut when engine took hold. I got it back together only squashing the oil hose once. To end this epic- it fired up
