Small Engines (Lawn Mowers, etc.): Exhaust valve lifts during compression, craftsman eager 1, proper manuals

Question
Craftsman Eager-1 6.75 horse mower. Big problem starting lately. While fighting into the night, I finally got it running and because it was now dark outside, I noticed flames coming out of exhaust. Finally ran smooth, let it run for an hour. Turned it off, tried to restart again, no luck. I pulled the head off and noticed that when the piston is in the compression stroke, the exhaust valve lifts ever so slightly, which I don't believe it should if I remember my car repair days of the 60's. Is the mower different than a car and is it supposed to do that? I took out the lifter spring, thinking maybe it was broken, but it is fine.  ~John
