Small Engines (Lawn Mowers, etc.): Vanguard 14 HP OV, gas filter, safety switch

I have a Vanguard 14 HP OV engine. I cannot get it to start. I have changed the air filter, changed spark plug, changed oil, checked gas filter. I get gas in Spark plug and spark out of breather at times, but it will not start. What is the compression supposed to be? I tried started fluid down breather and that did not start it. I also emptied the bowl three different times. Can you give me some pointers? It sat outside for nine months with a tarp over it for a few months.

What is this Engine Mounted On, Please. Sometimes It Is Not the Engine that is the Problem, But a Safety Switch or Relay on the Equipment the Engine is Mounted On. The Compression Should be No Less than 90psi. Some Say 70psi, But I have Found you Start Having Idling Problem aAfter the Compression is Below 90psi. If this is an Engine that has the Easy Start or Quick Start Engine, then Vanguard Say to Spin the Engine "REVERSE ROTATION" and if the Engine "KICKS BACK" the Compression is Good. Remove the Blower Housing and Clean Out any Debris that May be Under it. Clean the Rust Off the Flywheel magnets and Clean the Coil Probes. The Coil is Set at .020in from the Flywheel.
