Small Engines (Lawn Mowers, etc.): Huskee starting problems, jumper cable, test light

We have a 2003 Huskee, model 31C777, type 0226E1, code 3212D with 17.5HP OHV.    We are having a problem with the mower turning over.  Sometimes it will start, more often than not, it won't start.  Mower began having this problem at the end of last season.  Have tried jumping the mower and even a different battery, with no success.  No fuses blown or wires loose that I can see.    Also just finished with a basic tune up (plug, oil change, cleaned air filter, installed fuel shut off valve).  Still not turning over on a regular basis.  Any suggestions?

Does the engine turn a little bit when you try to start it.
If so adjust the valves, you are having a compression relief problem.
Get a jumper cable, turn on the key, attach 1 end of the cable to the positive battery post, next touch the other end directly to the post on the starter. Does it crank and start fine now?  If so get out your test light and starting at the ignition switch find out where the cranking circuit dead ends.
