Small Engines (Lawn Mowers, etc.): craftsman eager 1 6.75, craftsman eager 1, air mixture


Question
I just got this mower used and had a problem with the carb gasket and fuel injector screw.  The problem was that I sheered the screw off and had to get a new one.  I went to the local mower repair store and he gave me a new screw.  The new screw has the number 174 on it while my old one had 171.  I'm not sure if that's an issue, but it might be.  

Anyways, the new problems are as follows:
1) the mower idles high then low then high etc etc. I read in another post that it might be that the carb float valve needs to be cleaned out.  Would this be correct?  Or...do you think that it has to do with the new screw that was put on the bottom of the carb?  I think the number represents the size of the hole that lets gas through but I'm not sure.
2) after the mower has been running for a while and is nice and hot, I turn it off to empty the mower bag.  When I go to start it up again, it's taking 3, 4, or more pulls to get it going again.  This just doesn't seem right to me because I remember that once most pull starts are warm, they usually start again on the first pull.

You Say the Engine RPMs Fluctuate at Idle and Are Good at Full Throttle? If Yes, then Remove, Disassemble and Soak it Overnight in Carburetor Cleaner. Blow Out the Passages with Compressed Air and Install New Kit. The Needle in the Base if the Carburetor is for Adjustment of the High Speed Air Mixture. The Idle Air Mixture is The Problem Here.
