Small Engines (Lawn Mowers, etc.): Homelite Phantom SS UT20682, oil mixture, question pool

I have a Homelite Phantom SS UT20682 that starts, but won't run.  Last year, it would only run on the #3 setting.  It would shut down on the normal full open #4.
Plug has been changed, new gas/oil mixture added.  Took off muffler and screen is soaking now.  It was clogged pretty good in the three spots on the screen. If this doesn't fix the problem, what do you suggest next?

Hello Ron:

Remove, Disassemble and Soak the Carburetor Overnight in Carburetor Cleaner (I use Gunk). Then Blow Out the Passages with Compressed Air. Install New Kit. Hope this Helps.
