Small Engines (Lawn Mowers, etc.): cannot start engine, briggs stratton quantum, briggs stratton


Question
I have a Briggs & Stratton Quantum 120000 model series. Model: 126T02, type: 0454E1. I used it twice.  The third time, the pull cord would not move.  I can pull it a few inches and then it seems to be stuck on something.  I remove the cover and attempt to repair the cord assembly.  The cord retracts and pulls fine. The problem does not seem to be the spring. I mount it back on to the engine and try to pull the cord again.  Same problem. Help?

 Is the Blade Free of Obstructions between the Blade and Mower Housing? If yes, then Remove the Spark Plug. Is the Cylinder Full of Gas? If yes, then Change the Crankcase Oil and Replace the Spark Plug. If this is Good, then Follow the Engine Shut Off/Engine Brake Cable to the Engine. Remove the Cover from the Engine Brake/Cut Off Assembly. Move the Brake Release Lever on the Handle. Does the Cable End and the Brake Release Move when the Lever is Moved?
