Small Engines (Lawn Mowers, etc.): lack of power - 5 hp crafsman push mower, turtle and rabbit, fuel inlet

John, You have helped me in the past, so I thought I would turn to you again with a question. I have a 12 yr. old Craftsman 5 hp push mower model 917.386220. I have replaced the carb fuel inlet needle and seat but ended up needing to install a fuel cut off valve due to leaking fuel out of the carb bowl and exhaust when the lawn mower was stored during the week (the fuel cut off valve solved the problem). I used the mower all last season without problem, but this year the mower lacks power, or rpm speed and when I switch the valve between the turtle and rabbit icons it does not change the rpm. Is there a way to get a bit more rpm out of this engine so that it will cut grass? As always, your help is greatly appreciated. Thanks.
