Small Engines (Lawn Mowers, etc.): Tecumseh HSSK50 67366R Low RPM, throttle linkage, air mixture

Hi John, my tecumseh engine snowblower runs fine, but won't generate high RPM at full throttle.  I recently couldn't get it started, so I cleaned the carb.  After reinstallation, it fired right up, but seems to run at 1/2 to 3/4 normal full throttle speed.  I can manually move the throttle linkage to get more RPM, but as soon as I let go, the engine idles down.  Did I miss something in the carb clean, or is something else going on.  Thanks.

 Hello Todd:

 Did you get the Linkage from the Governor Control Arm to the Carburetor Throttle Control Plate back in the Proper Hole? Is there Air Mixture Screws on the Carburetor? Did you Remove the Governor Control Arm from the Engine when you did the Carburetor Rebuild? Thanks.
