Answer
I'm not really an expert in kerosene heaters.  However, I have used them before.  Do you have the manual for your heater?  If so, then look in the manual to see if the unit has an igniter plug.  These plugs are very similar to spark plugs with really long tips.  The tip sometimes gets dirty and needs cleaning or replacing the plug.  Another tip is to use the best grade fuel you can find.  No. 2 kerosene is usually pricer but worth the cost if you work in an enclosed area.
Also, check the heater manufacutures website.  There is probably a troubleshooting page that may help isolate your problem.
Let me know if this helps.
