Small Engines (Lawn Mowers, etc.): Craftsman Lawnmower, weird sound, oil level

Question
It is only 6 months old and it is not wanting to start right.  It turns over, but then makes this weird sound and smokes alot.  It sounds like it might be flooded, but then it won't get out and start after 10 mins.  Do you know what else it could be??

Is the oil level correct?  If the oil level is too high and smells like gasoline then the carb is leaking.
Is the fuel less than 30 days old?  If so, did you add stabilizer to keep the fuel from turning stale?
Have you replaced the spark plug?
