Small Engines (Lawn Mowers, etc.): Governor issue B&S, throttle shaft, mechanical governor

Hello Ron.. Here is my original question with an acceptable answer. I am sure it is the internal part of the governor as I cannot move the shaft but ever so slightly, not enough to adjust anything. My question is this I come in from the bottom of the motor and the governor is what..right there?? Is it an unbolt kind of thing?? does it need to be set to specs/clearences etc. on the inside. Do I need special tools? Also one more question I recently used a product called "engine restore" because both of my riders began to have issue's starting hot, burning oil.  I split a 4 cyl. can between the 2 mowers both 18hp twins. Now it did solve the problem of hot starting but could it have gummed up the governor?

Question   I have an 18.5hp B&S rider (older) Anyway at the moment my mechanical governor is "stuck" in the wide open position..if it was my truck it would be running at 9grand, I mean it screams, engage the blades an and the thing sounds like a helicopter. I've seen the replacement part, I am trying to find out how difficult it is to put in and how to do it. Incidentally the shaft that comes out only rocks back and forth ever so slightly so it is apparently jammed. I have had this mower for forever and I abuse the heck out of it. I live in sw Florida on 5 acre's and it is a constant battle to beat back the everglades and this is one tough belly mower. Please tell me this is something I can fix.

Answer   Hello Eric,
First thing you need to do is check to see if the throttle shaft on the carburetor moves freely.  The governor could be ok (it is very rare for them to fail) and the throttle shaft stuck in the wide open position.  If the throttle moves freely I would do a static governor adjustment.  To do this move the governor arm and note the direction that moves the throttle to wide open.  Hold the arm in the wide open position, loosen the lock nut on the arm and rotate the shaft in the same direction that would move the arm to wide open throttle.  While still holding the arm re-tighten the nut.  This will let you know that everything is adjusted properly and if it really is an internal problem.  If it actually is the governor gear inside the crankcase the engine would have to be removed, & the crankcase cover on the bottom of the engine removed to replace it. Remember to replace the sump gasket too if you take it apart or you will likely have to take it apart again later to fix an oil leak.   Hope this was of help to you.
