Small Engines (Lawn Mowers, etc.): 9hp Tecumseh, air mixture, lawnmower engine

My 9ph Tecumseh always seems to surge no matter what my throttle is set at. It is used on my snow blower. I recently pulled carb and cleaned but still that surge. Shouldn't this engine run smooth like a lawnmower engine?

 Yes the Engine should Run Smooth. Did you Soak the Carburetor Overnight in Carburetor Cleaner and Blow Out the Passages with Compressed Air? What is the Compression? What is the Make Model Type and Engine Code? The Air Mixture Screws(if you carburetor has them) May Require Adjusting. Thanks.
