Small Engines (Lawn Mowers, etc.): toro s200 snowblower, merry christmas and happy new year, plastic cowl

My ancient toro s 200 snowblower has a new problem. Maybe.  

I hit a large snow bank of wet snow.  The snoblower died.  Happens sometimes. I went to restart and the cord would not move.

AFter taking the plastic cowl off I dicovered part of the cord wrapped around the shaft of the pull cord, but OUTSIDE the normal cord storage area.

I discoved that the shaft of the pull cord mechaism (what is the real name for that) was the only thing holding the pull cord to the engine.

There is a housing/shieled/cowl over the engine. This shield has  4 holes that line up with the holes on the cord mechanism.  However I do not have any fasteners in any of these holes.  The holes in the cord mechanism and the holes in the shield do not appear to have threads.

How do I fasten the cord mechanism to the shield of the engine?  I have figure out that because the cord retracter was not fastened all the way around, when the engine bucked, the cord spun outand tangled on the spindle rod.

I have untangled and put everythng back together.  It works.  I do no want to have this happen once a week.  Please help.

 Hello Russ:

 That Housing was Held on with Rivets. You can Use Small Short Bolts, But I Don't Suggest it. Use Rivets. They Wont Vibrate Loose. Hope this Helps. I am here if you Require more Assistance. Let me know what Happens, Please. Thanks. Be Safe.
