Small Engines (Lawn Mowers, etc.): b&s model 31h777, meryy christmas, plastic triangle

Question
I just put a new motor in my father-in-laws mower and it will not start i have spark, compression and gas to the carb but not sure it is getting through. on the carb there are two screws one has like a plastic triangle which one or both needs adjusting?

 Have you Tried Pouring a Small Amount of Gas Into the Carburetor Throat and Starting the Engine? What Happens? I would wait on the Carburetor Adjustments. Hope this Helps. I am here if you Require more Assistance. Let me know what Happens, Please. Thanks. Be Safe.
