Small Engines (Lawn Mowers, etc.): tecumseh 49cc engine for jiffy ice auger, jiffy ice auger, merry christmas and happy new year

at full throttle the engine is pulsing,i was told to adjust the 2 screws on the carb but to first remove the plastic caps that cover them because they limit your adjustment to half a turn,so i did.i noticed the one screw was sitting out a lot more than the other,i ran the auger and adjusted the one sitting out and found that it regulates the idle(idles nice).the other screw that sits in a lot more did nothing i removed the screw to find that it is just a short mechanical screw not a needle screw with a spring washer and o-ring like the other.Is this correct ?
I bought it brand new in a seal boxed, i have never taken it in for repairs.

 Depending on the Model; 1 Screw is Idle Adjustment, 1 Screw is Idle/Low Air Mixture Screw, 1 High Air Mixture Screw. Send me the Model Numbers Off the Engine Please. With these I can Locate a Breakdown/IPL and Better Assist you. Thanks. be Safe.
