Small Engines (Lawn Mowers, etc.): Tecumseh rototiller motor model HH60-105122J, motor model, small spring

Off of the throtle cable where it connects to the carb. there is a small bar linking the cable to the carb. It will advance the throtle, but it will not retract the throtle. Are we missing another bar that will force it to retract?

not that i,m aware of.  under that plate, where the bar  i believe your talking about is, check to see if the thottle shaft moves freely.  at times it gets gummed up. there should be a small spring around shaft.  spray it with wd40,  and move it back and forth til  it moves freely.
