Small Engines (Lawn Mowers, etc.): Pull start frozen on Homelite blower, recoil starter, recoil spring

Dear Mr. Bridgers:  I used my Homelite Vac Attack II leaf blower today, seemed to operate fine except some sluggishness in the return mechanism for the pull starter the first time starting it (left the pull cord out there, wouldn't rewind it with much gusto.)  Got it started anyway and used it intermittently through the day without further incident.  Tonight, I winterized it:  poured out most all of the gas, started it (no problem), ran it dry, removed the spark plug and added a tsp of oil, then tried to pull the cord to distribute the oil in the cylinder, but I couldn't pull the cord even a millimeter despite using even excess force: it seemed completely 'frozen'. Any thoughts on what's wrong, and is this something a semi-handy fellow can fix?

 Hello Jeff:

 It Sounds like the Recoil Starter needs to be Cleaned and Lubricated and Possibly a New Recoil Spring Installed. Go to this Addy http://www.homelite.com/parts/index.htm and Select the Go to Homelite Parts Store. Then Enter the Model Number. Then Double Click your Model in the Search Results Area.
