Small Engines (Lawn Mowers, etc.): Briggs and Stratton engine question, briggs and stratton, throttle cable

I have a Briggs and Stratton 11hp engine on my riding mower (a small one).  There are two, possibly related things.  First, the throttle sticks.  If I adjust the control from slow to fast, the engine does not change, or changes very slowly.  Second, the power has significantly dropped.  Any hill pulls the engine way down in power.  Even engaging the blade does.  This is all new.  Last season it did not do any of this.

I have sprayed in carburetor cleaner, changed the spark plug and the fuel filter.  Nothing has helped.

 Hello Tony:

 1- Disconnect the Throttle Cable from the Throttle Control Plate. Does the Cable Move Freely? If No, then Replace the Throttle Cable. 2- Move the Governor Arm. Does it Move Easily or is it hard to Move? If Hard to Move, then Remove the Carburetor. Move the Arm Now. Is it Hard to Move. If No, then Disassemble the Carburetor and Soak Overnight in Carburetor Cleaning Solution (I use Gunk). Then Blow Out the Passages with Compressed Air. 3- Install New Kit. If Yes, then the Governor Shaft is Binding (This is Rare). Replace the Shaft. The Most Common Cause is the Cable or the Carburetor needing Cleaning. If you Require more Assistance; Send the Model Numbers Off of the Mower and the Model, Type and Code Numbers Off the Engine, Please. With these I can Locate a Breakdown/IPL and Better Assist you.
