I have a Craftsman DYT4000 B&S Intec Plus 18.5 OHV
Model 31P7770348
The engine turns over one time with the spark plug in. When I remove the spark plug, the engine turns over like it should. I replaced the plug and it will only turn over once. I have put in a new plug. I have also checked for spark and everything seems to be fine. Sprayed with starting fluid. Disabled the seat safety switch. When I removed the valve cover, there is some oil. Please help!!!!

is battery  up to full power?  if not charge.   also if carb. is not working properly it can cause fuel to load up in cyclinder and cause a lock up.  need to check for that.

battery is fully charged. how do i check for a lock-up?
when I remove the spark plug and turn the key, the engine turns over just fine. When i put the plug back in, it only turns over once.

backing up ,  was this running before?  have you installed too long a plug> or improper plug?
this could be causing piston to hit plug and lock up.
 is carb.  flooding out?  is there a smell of fuel in crank case?
is crankcase too full of oil?

 check these things. also  connecting rod could have left go  and is jaming up against  crankshaft.  you need to think back  if anything caused this problem.
if all of the above is fine?  there is a problem  with stuck valves and engine needs repairs.

The new plug is exactly the same as the old. No smell of addtional fuel. Could this be a problem with the starter (not having enough stregnth to turn a compressed engine)? How would I repair stuck valves if that is the case?

lots of times the starter could be weak.  if you take it off and take to your dealer he can load test it. it is possible that could be the problem as well sorry i forgot to mention that.
skip the valve problem,  thinking that over if plug is out it still would lock up if a valve problem.
your right on track with possible starter weakness.
but let me also say  i have had a battery> which showed 12 volts to test, but did not had cranking amps power to run  starter as needed.  meaning plates inside battery were shot.
