Small Engines (Lawn Mowers, etc.): Leaf blower motor not reaching full RPMs, air mixture, spark arrestor

Hi, I have a Homelite 30cc 2 cycle HB390V leaf blower. Recently it has lost maybe 25% of its wide open throttle RPMs. it does not spudder but runs smoothly from idle to limited hi rpms. Tried new fuel mix. Disassemlbled and cleaned entire fuel route. Check spark plug nice clean brown tan tip of spark plug. Nice spark across gap. cleaned fuel pick up filter and air filter. Replaced crankcase gasket and head/crankcase gasket.Thought It was sucking in air.Also check to make sure throttle has full travel. Just seems that something is prohibiting full rpm's

 Did you Check the Exhaust Port and Muffler and Spark Arrestor for Carbon Blockage? Does the Carburetor have Air Mixture Screws? Send me the Make of the Carburetor (Walbro, Zama, ect), Please.
