Small Engines (Lawn Mowers, etc.): 10HP Briggs and Straton 5BSXS.3422HT, briggs and straton, gas leaks

After cleaning and reassembling the carberator bowl, when the engine starts a few seconds later gas leaks (pours) out of the tube leading to the OHC cover at the OHC cover and the engine stalls (floods out).  I suspect I may not of lined up the plastic part in the bowl with the correct holes above it.  What is the correct alignment?

something is not making seance to me.  the float is on a hinge, with a small pin throught it.  there is a small tab, on the float which applies pressure to a needle valve which in turn  cuts off fuel until needed.  the float and needle seat are not working,  thus letting fuel flow to carb.  flooding it out.  this must be corrected.
