Small Engines (Lawn Mowers, etc.): Toro Snowblower Pull Starter, toro 826 snowblower, briggs and stratton

I recently acquired an older Toro 826 Snowblower. It has an 8 Horse Briggs and Stratton engine with both a pull starter, and an electric starter. The pull starter cord comes out, and recoils fine, but it is like it isn't connected to anything, and it doesn't do anything. It starts fine with the electric starter, but I want to make sure this is ready for winter before it hits. What should I look for?

 Hello Walter:

 It Sounds like the Starter Pawls are Stuck. Remove the Starter Housing and Clean and Lubricate the Starter Pawls. Get the Model(5 or 6 Numbers) and the Type(4 Numbers before the Dash) and go to this Addy http://shop.briggsandstratton.com/BShopProductListingPage.asp?rsvp=0&PARENTID=0&... and Enter the Model and Type Numbers. then Scroll Down to the 2nd Listing and Click View PDF.
