Hi,

When I start my ride-on mower, the throttle stays full and can't be turned down. The throttle control seems to be pulling the wire and moving an arm on the carb.
The engine is a B&S 281707 0195-01 89101231

Answer
 Hello Dave:

If the Carburetor Thru Shaft is Moving, then the Screws that Hold the Throttle Plate to the Thru Shaft have Come Out. You will have to Remove the End Plug of the Carburetor to Do this Repair. Go to this Addy http://www.outdoordistributors.com/ and Click the B. Then Select Briggs and Stratton. Then Select Don't have Part Numbers. Then Select File #28. Then Select Folder #281700. This will Download a Breakdown of this Engine. The Carburetor Breakdown is Located on Page 4 of 13. The Diagram Numbers are 103 and 131. Hope this Helps. I am here if you Require more Assistance. Let me know what Happens, Please. Thanks.

 Good Luck

 Respectfully

 John
