Small Engines (Lawn Mowers, etc.): compression release, briggs and stratton, starter rope

Question
I have a B/S 4H/P, model 110708, type 0216.
When you pull on the starter rope the engine pulls the rope back into the recoil and breaks the rope. When I turn the flywheel by hand it seems to have a tight spot.I understand this could be the Compression Release. If it is, how do I fix it.
Thank you for any help.

Answer
 Hello Bob:

A Damaged Flywheel Key will cause this Problem Also. To Correct the Problem if it is the Compression Release, the Valve Lash has to be ReAdjusted. Is the Engine Overfilled with Oil? Too Much Oil will cause the same Problem. You can View a Breakdown/IPL of this Engine at this Addy http://www.outdoordistributors.com/ and Click on the B. Then Select Briggs and Stratton. Then Select Dont have Part Numbers. Then Scroll to File # 11 and Click. Now Scroll to the 110700 File and Click. This will Download a Breakdown/IPL of the Engine. If After Viewing the Breakdown/IPl and you want to Try and Do the Valve Adjustment yourself, Let me know. Hope this Helps. I am here if you Require more Assistance. Let me know what Happens, Please. Thanks.

 Good Luck
