Small Engines (Lawn Mowers, etc.): How to remove starter on HT 3813 Honda Lawnmower, bolt head, spark plug

I am working on a lawnmower for a friend.  The starter will not operate even when the power is put directly to it. I have stripped the unit down to the point where I can see the bolthead that holds the starter on behind the flywheel portion of the lawnmower but cannot loosen the bolt.  I need to pull the flywheel back so that I can get the bolt out holding the starter on but do not know the procedure.  Can you help?

If you can get a wrench on the bolt and pull the starter away while turning the bolt, you might be able to leave the bolt where it is without removing the flywheel.  Another thought:  There might be a hole in the flywheel to access the bolt head.  If you need to rotate the flywheel, removing the spark plug will help.
