Small Engines (Lawn Mowers, etc.): Tecumseh rototiller, stroke engine, rototiller

Question
I bought an old self-propelled Tecumseh rototiller and just got around to starting it.  It started numerous times and seemed to work, but has no power and revs too high.  I know the governor is not hooked up correctly and that is part of the problem.  My main question, however, is regarding stroke.  I realized later that it may be a two stroke engine and I didn't run mix in it.  Did I damage it?  How can I tell if it is two or four stroke?  All markings are gone but the name and there is a number stamped in the side: HH60-105113H, Ser 1302D.

Answer
 Hello Steve:

You can View a Breakdown of this Engine at this Addy http://www.outdoordistributors.com/ and Click on the T. Then Select Tecumseh. Then Select Dont have Part Numbers. Then Enter the Model Numbers HH60-105113H and Search. Then Download the File from the Search. This is NOT a 2cycle Engine. The Power Loss May be from the Carburator needing Cleaned and Rebuilt. Is the Throttle Control Spring Pulling the Governor Arm. If Not, then this will Explain the High Revs. Hope this Helps. I am here if you Require more Assistance. Let me know what Happens, Please. Thanks.

 Good Luck

 Respectfully
