THE MOWER IS A 600 SERIES MTD, MFG. IN 1997.    THE SERIAL# IS UNKNOWN. IT HAS A TWIN CYLINDER 16 HP BRIGGS AND STRATTON ENGINE. IT STARTS QUICKLY AND EASILY BUT IT IMMEDIATELY BEGINS TO SURGE UP AND DOWN REPEATEDLY.  IT CONTINUES TO DO THIS WHEN IT WARMS UP, AND WHEN WARM IT ALMOST ALWAYS HAS TO BE GIVEN TIME TO COOL DOWN A BIT BEFORE IT WILL START AGAIN.  THE SURGING IS ALMOST UNNOTICEABLE WHEN THE MOWER BLADES ARE ENGAGED, AND IT REVS UP FINE WITH NO DISCERNABLE POWER LOSS. ALSO CAN YOU RECOMMEND A BOOK THAT WOULD BE HELPFUL IN GENERAL TROUBLE SHOOTING (NOT NECESSARILY BRAND SPECIFIC) OF SAFETY INTERLOCKS?  THANKS FOR YOUR HELP IN ADVANCE.

 From your Description I Suggest you Clean and Rebuild the Carburator. Disassemble the Carburator and Soak it Overnight in Cleaning Solution and Then Blow Out All the Passages with Compressed Air. Install New Kit. Send me the Model, Type and Code Numbers Off of the Engine, Please. With these Numbers I can Locate a Breakdown of the Engine for you to View Online.
