Small Engines (Lawn Mowers, etc.): Toro GTS engine pull start broken, recoil spring, toro lawn mower

Hi,
I have a Toro lawn mower with a 5.5 hp GTS engine that has a broke pull start.  The mower also has electric start that does not work... but for now I just want to get the pull starter working.

The cord is not broken... it just pulls out all the way and does not recoil back.  The previous owner removed the pull start assembly from the top of the engine but I cannot figure out how to rewind the pull cord. I would guess the mower is circa the early 90's.  It is a recycler mower... had the blade clutch interrupt system.  I have an older style very similar (circa 1988) which still runs excellently. I'm sure this one will too.  Your help is greatly appreciated.

 Send me the Model and Type Numbers Off of the Engine, Please. With these Numbers I May be Able to Locate a Breakdown of the Engine and Better Assist you. From your Description it Sounds like the Recoil Spring is Broken. Thanks.
