Small Engines (Lawn Mowers, etc.): B&S Flooding Problem, size pipe, jack of all trades

Thanks.  The float (of plastic) itself appears to be okay.  I didn't hear any liquid in it, even after testing it.  
I'm not sure what the inlet needle or seat is.  On my parts list there is a float needle.  Is that the same as an inlet needle?  If so, it was replaced.  I didn't know where it seats can be replaced, it appears to be a permanent part of the upper body.  I have soaked the upper body in laquer thinner to clean it of any build up/debris.
Sorry, I'm a Jack of all trades and master of none.  I don't know the technical terms.

Question -
I have a B&S Model 42A707, Type 2238E1, Code 9902015A.  The when I start it, it will only run with the air cleaner off.  The carb. emits a nice tower of fuel (floods).  In fact, so much fuel comes out that it pools in the air cleaner housing.  I did a Carb. overhaul and no change.  I heard it may be a problem with the float needle not sealing (past questions).  Should I do anything else?  Should I soaking the carb. in a cleaner for a few days?

Did you replace the inlet needle, inlet needle seat and the float?

Any one of these components may cause the carb not to seal and result in flooding?

If you have a brass float it may have a hole.  Many time you can shake the float next to your ear and hear if any fluid is inside.  Sometimes the floats are completely full of fluid and you may not hear anything.

Let me know about the inlet needle items.

Most of the seats are replacable.  The float needle is the same as the inlet needle.  Does the needle have a rubber/viton tip?

You still may have to replace the seat.  It looks like your seat is a part according to the parts diagram.  To remove the seat you have to tap some threads and create some tool to pull it out...we use a socket or correct size pipe.

To install the seat you have to press it in.

I would recommend having a professional remove and install the seat.  It's a difficult job and you need the correct tools to do it.

We have some small hand pumps we use to pressure check the needles and seat for sealing.  We pump about 5-6 psi to see if the needle seals.
