I have a Scotts INTEK 6.5 HP 3 speed push mower that I had tuned at the beginning of the season, so the oil has been changed and the blades sharpened.  But I cannot get the pull string to pull, it seems to be stuck.  By brother in law  said that sometimes if the brake something or other is too tight that it will keep the string from being able to pull.  Any help with this would be much appreciated.

 Scotts is Manufactured by Murray or John Deere. The Engine Brake May be the Problem. Send me the Model, Type and Code Numbers Off of the Engine. With these Numbers I can Locate a Breakdown of the Engine and Better Assist you. The Recoil can be the cause of the Problem Also. Thanks.

I looked at the mower and I think I got the right numbers,

INTECK EDGE OHV
Model 21995X8B
The code under the serial is 9060M
there was a long number on the metal cover of the engine, 1216020121E1990126FA

 Hello Sasha:

 Go to this Addy http://shop.briggsandstratton.com/BShopProductListingPage.asp?rsvp=0&PARENTID=0& and Enter the Model Numbers 121602 and the Type Numbers 0121 and Click Search. Then Scroll Down to the 2nd Listing and Click on View PDF. This will Download a Breakdown of the Engine and Recoil Starter. Remove the Spark Plug. First you want to Follow the Engine Brake/Shutoff Cable to the Engine and Remove the Plastic Cover over the Break/Shutoff Assembly. Move the Brake/Shutoff Lever and See if the Engine Brake is Working. If it Looks like it is Working, then Remove the Blower Housing and Check the Recoil Starter. Does the Recoil Starter Work when Not Attached to the Engine? Can you Turn the Engine by Hand? If the Recoil will Work when Off the Engine, then the Engine Brake Isnt Working, there is an Enternal Engine Problem Locking the Engine or the Crankshaft is Bent and Binding the Engine.
