Small Engines (Lawn Mowers, etc.): Toro commercial with electrical problems, traction unit, switch one


Question
We have a very nice Proline 180 midsize traction unit commercial walk-behind mower 62" cut which we purchased used last winter.
We have used it some this summer, less than we expected because of the severe drought in our area.  After a recent rain, our mower now won't start and in fact blows a fuse everytime we turn the switch one to start it.

The engine is a Kohler Magnum 16.  Our local Toro "service" store is LESS THAN HELPFUL!  They want us to bring it in to them.....however, because of the size of this mower and the fact that it won't start, it's not an option for us to haul it to them.  Can you suggest something?

We are also having a problem with the engine surging then slowing down, which may continue for several "cycles" then the engine dies.  It will generally start right up and return to the surge/slow down problem.  Sometimes letting it sit for a couple hours then trying it again it will run fine!...this happens with no warning...

The surging is most likely caused by some dirt.debris in the carburetor.  I would remove, dis-assemble and clean the carb with compressed air and carburetor cleaner.

As for the blowing fuse, I would start by dis-connecting the clutch.  You will need lots of fuses or a circuit breaker.

A short circuit causes the fuse to blow.  Start by cleaning/washing the mower.  Most shorts can be found by visually inspecting the wires and harness.  Follow each circuit by hand and inspect all the wires.

Do you have a voltmeter?
Did you recently perform any maintenance or remove/re-install any parts on the mower?
Did you recently strap the mower down for transport before is started blowing fuses?
