Small Engines (Lawn Mowers, etc.): Briggs engine wont start, solenoid starter, jumper cable

Question
I have a 17 horse Briggs engine model #311707 that won't start.  When I turn key, all I hear loud "click" coming from area of solenoid.  It has a newer battery and I'm quite certain it is fully charged.  Solenoid? /Starter? / something else?

 Hello Bruce:

 Take a Jumper Cable Set and Using 1 lead Jumper from the Positive Post of the Battery to the Large Post on the Starter. If the Engine Turns Properly, Then the Soleniod is Bad. If Not, then the Starter is Dragging/Binding or the Battery is Low on Charge. Hope this Helps. I am here if you Require more Assistance. Let me know what Happens, Please. I enjoy knowing the Outcome.
